Don't jump to conclusions :) That's not what I was trying to say. 300 people living together without any police or laws can't really work out, Frank knew that sometime somthing had to happen. But you don't get shot for breaking a rule. (I think I will change the formulation of his last sentence a bit to make it clearer)
